CHARACTER BIO
The daughter of a Yakuza gangster and his French-born mistress, Zoe was born in Honolulu. When she was a teenager, she witnessed her father put her mother in the hospital following a drunken rage. Shortly after, she stole a cache of her father’s money and caught a flight to Los Angeles. After unsuccessfully attempting to break into the movie industry, she decided to move east to Las Vegas where she found work as a cocktail waitress.
THE SPY WHO LOVES HER . . .
While working in a casino, Zoe met Arthur Roteman, an up-and-coming FBI agent who befriended her and protected her from an abusive ex-boyfriend. In exchange, she passed him information about criminal activities she picked up while waitressing. Arthur frequently flirts with Zoe, who appreciates his friendship but has deftly dodged his advances.
UNEASY RELATIONSHIPS…
Zoe is an acquaintance of Tony and Lucius, but hides her dislike of them in the interest of her aspiration to become a player in the Las Vegas power game. Tony has agreed to back her plans to build a nightclub; however, she realizes that if her club is successful, Tony will simply take it over. Zoe is looking for someone she can trust to remove Tony from the equation if and when it becomes necessary.
CHARACTER BIO
The son of an old-school mobster sent to Vegas in the early 80s at the behest of the Cavalcante family of New York, Vinnie grew up in a traditional Italian household. Vinnie soon followed in his father’s footsteps, receiving permission from the Cavalcante family to run an illegal sports book. Following an FBI sting in 1998, Vinnie’s father was arrested on racketeering and murder charges and is currently serving 4 consecutive life sentences in High Desert State Prison.
THE PLOT THICKENS
Feeling that the Mafia abandoned his father after his arrest, Vinnie severed ties with La Cosa Nostra and aligned himself with Vitale’s goons. He has been steadily increasing his influence on the Strip, gaining control of many of the most lucrative criminal enterprises in the city, including the casino protection racket. Following a verbal dispute with Tony in which Tony implied that his father had turned informant in prison, tensions have steadily escalated between the two and Vinnie is looking for any opportunity to reduce Tony’s power and influence.

CHARACTER BIO
A former Vietnam vet, Tony was born in Brooklyn in the 50s. After several stints in juvenile hall for drug-related offenses, his mother enlisted him in the Army, hoping they could provide him with some structure and discipline. After serving 2 undistinguished years in Vietnam, Tony was implicated in the killing of his superior officer. While he was brought up on charges, the prosecutor quickly found that cooperating witnesses either recanted their testimony or vanished. He was acquitted, but was discharged from the Army soon after.
HEADING WEST…
Returning to the US, he moved to Las Vegas and leveraged contacts made in Vietnam to begin smuggling heroin into the country for distribution. With the cash flow from his smack business, Tony expanded into other vices and soon controlled crime in numerous neighborhoods of Las Vegas.
THE BLACK DRAGONS
With the arrival of the Black Dragons a decade ago, Tony read the writing on the wall and joined their organization, rather than engaging in a costly war for control of the city. He has since been frustrated by the lack of advancement opportunities within the Black Dragons, and is scheming to eliminate his rival Vinnie and take over his territory. Tony loves to play the role of the helpful patron, but underneath his friendly exterior he is a cold sociopath, willing to eliminate even trusted associates to rule Sin City.
CHARACTER BIO
From the gentleman’s clubs off-strip to the escorts trolling the bars and clubs of the major casinos, everyone involved in the skin trade in Las Vegas kicks up a percentage to Lucius. A former gangbanger in the Spencer Street Boyz, Lucius showed a knack for intimidation and extortion – a talent that Tony recognized and valued. He recruited Lucius to be a part of Vitale’s squad, and has promoted Lucius through the ranks to his current position – Tony’s lieutenant and trusted triggerman.
NASTY TEMPER
Lucius has a hair-trigger temper – those who displease him once earn a beating, those who displease him twice disappear. He uses his network of pimps, prostitutes, and exotic dancers to stay abreast of events in the city and to strategically blackmail prominent local figures who have succumbed to the vices he offers.
CHARACTER BIO
Arthur Roteman joined the FBI 12 years ago, straight out of college and determined to make a difference. Assigned to the Las Vegas branch office, Roteman quickly advanced through the ranks by building an extensive network of criminal informants. A series of high-profile arrests soon led to media coverage and local celebrity status. But Roteman began to enjoy the fame a little too much.
THINGS TAKE A CHANGE FOR THE WORSE…
When juicy leads from his informants began to dry up and the spotlight started to fade, Roteman began fabricating charges against people he felt had wronged him or who he disliked. When authorities discovered that Roteman had been paying off witnesses, a conviction was overturned and his career advancement inside the FBI was over. That was four years ago . . .
CORRUPTION
Since then, Roteman has used his clout as an FBI agent to further his own ends, becoming more entangled with the criminal elements of the city each year. You can find him in the bars and strip clubs of Sin City, drinking heavily and investigating “persons of interest” – attractive waitresses or strippers who’ve caught his eye. He was recently photographed providing payment for services to an escort working for Lucius, who has been subsequently blackmailing him for information about ongoing FBI investigations. Roteman is looking for a way to eliminate Lucius without attracting suspicion.
