A former gangbanger in the Spencer Street Boyz, Lucius showed a knack for intimidation and extortion – a talent that Tony recognized and valued. He recruited Lucius to be a part of Vitale’s squad, and has promoted Lucius through the ranks to his current position – Tony’s lieutenant and trusted triggerman.

Lucius has a hair-trigger temper – those who displease him once earn a beating, those who displease him twice disappear. He uses his network of pimps, prostitutes, and exotic dancers to stay abreast of events in the city and to strategically blackmail prominent local figures who have succumbed to the vices he offers.
